"A clear reading" a clear reading is that we will benefit from invading Iraq under the flag of the UN rather than our own. A clear reading is that key members of the UN Security Council want inspections before we invade -- we don't want inspections but will go along and play the game for a few weeks if it is the price of getting a UN Resolution to legitimize our actions. If we don't get the Resolution we want, we will not accept half-a-loaf -- we call it not accepting a Resolution that ties our hands.
