i think the underlying impetus is to stimulate more consumer spending ....

re-fi's can only go so far...<vbg>

that would be good.

of course there is no guarantee that sending tax payers back more of their money will directly poured back into the economy by consumer spending (stimulus)

it could also go into savings.

and i don't discount that possibility as 401k's and iras have been decimated.

lot's of "catching up" to do.
