Did the various jurisdictions decide to let Ashcroft decide or is this type of thing normally a perogative of the AG?

When I heard this I wondered the same thing. My guess is that once they were linked to crimes in multiple states it became a federal issue. With the AG's involved there was probably some politics. Why not give the case to a Republican AG in Va. to make a name for himself instead of a Democrat AG in Md. I hope the overriding consideration was that it's easier to get a death penalty conviction in Va. and it's much more likely that the sentence will be carried out in a shorter period of time. In Md it's much less likely that a minor will get the chair then in Va. Under outgoing Governor Glendenning there has been a ban on executions. I thought Alabama would get the first crack at this killers.
