Re: Carter -- a bit different when you've got hostages to rescue, no? The Afghan war was posed as an attempt to get the perpetrators of 9/11. The fact that the leadership escaped puts that effort under a bad light. Using secret evidence to declare victory doesn't help the skeptics. A declaration of war would reduce the threat of having a vague "bad guys everywhere" initiative with all evidence kept secret. This is dangerous. One must place complete unexamined trust in the executive branch, contrary to the warnings of the Founders who saw the fatal flaw in that.
