What specifically did Clinton do? His tax program was the main reason for the ecoomic boom. For a rare time the tax burdon was more equitably shared which amounted to huge revenue to pay government debt and expenses while not making the entire cost come from the great mass of working folks. The second thing he did was to not waste all the funds on far more defense than is actually warrented, and welfare. The key was realizing that economic growth from the bottom up, giving opportinity for people to buy and sell at the lower income levels, adds much more to economic activity than trickle down spending where the wealthy look for services at the cheapest price. Reagan's so called recovery was just a matter of borrowing dollars to add pennies to the economic outlook. TP
