Ummmm...... Then you're going to have a problem supporting the previous President. And LBJ (DAMN HIS SOUL!) And JFK.

You may argue all you want that a declaration of war is required to use military force. Your problem is that the President, Congress, and judiciary don't believe you. They think different.

That may work just fine in a nice, clean, clear cut world. But this isn't that world. This one is murky and mucky and unclear.

When those US planes tried to off Khaddafi, should we have declared war first? Or just not done it?
Have you noticed he's been mighty quiet since? Everyone else has.

But had we declared war, we might still be in it. Wars have to be settled. Surrender, negotiated settlement, something. They don't end once those planes are back in international airspace. But that incident did. That's why a declaration of war is not always a desirable thing. It is useful to have states between peace and all-out war.
