Great, then let the government enlist them in the military and make honest citizens of them. I always see there signs claiming they'll work for food. Or perhaps the State can use them to pick up garbage instead of being garbage. Worked for the Rajneesh.

Hanging out in the seedy parts to me means hanging out where there are smokey rooms with a great no-name jazz band or a real funky group laying down some good blues. That's good seedy.
