Unintended consequences? Islamic fundamentalism wasn't such a problem at the time. (Well, they did already have the example of Iran, yes. And Saudi, if they cared to look.) They probably thought they were keeping an adversary occupied and out of other mischief and cutting them off from deeper penetration in that area. Sure blew up in our faces, though.

Pity the CIA did not think as deep before supporting Osama Bin Ladin et al back when they were fighting the Soviets in Afghanistan.

The "Gee, we just didn't think of that!" excuse is the favorite among all the intel groups. Doesn't wash.

And if it does, they should all be fired.
