Yeah, I saw that. Trumps everything else, it does. Since it is guaranteed, nothing else matters - not the reaffirmations of all the past resolutions, the "material breach" language, the threat of "serious consequences" or even the acknowledgement that Iraq has not met the conditions for cessation of hostilities from the Gulf War. What a fiasco! ;-)
