15% over the past 3 years is slightly more than what I received in the private sector. I can tell you that except for my stock market gains, I have not been able to keep up with inflation. Rents have risen 30-50% over the past two years in Southern CA alone. Energy costs would have exploded had Grey Davis done nothing.

IPPs across the nation share the blame in the California state budget deficit. This has been discussed at length for close to two years now.
