can someone help me with info on foreign dividends?

I was just reconciling my September statements and I was charged a fee of two cents/share for my Harmony dividends. The fee was called "Fee on Foreign Dividend Withheld At The Source." There was no such fee on my Gold Fields dividends.

I called Harris Direct. They said they have to check with their clearing firm Monday. What the hell is the fee for?

I agree. Burning the UN flag is a patriotic act. They're not completely out of control yet but a time will come where our and their interests diverge in a meaningful way.
