The Democrats increase spending and taxes and then the Republicans decrease the taxes without decreaseing the spending.

The only difference is that Repubs are more organized and spend waaaaay more than the Dems. Get ready for many more trillions in added debt, just like under Reagan/Bush.

Social Security is an entitlement which means the payouts are required by law.
Two different terms. Look at the defn of "entitlement" and compare that to the meaning of "insurance". An entitlement is whatever legislation you want. Insurance has financially a specific accounting meaning, i.e., you put money in, you get your money back out, plus whatever investment benefits if any.

The idea of "entitlement" is a political term, certainly with financial consequences, but has nothing to do with insurance accounting and fiscal discipline.
