The DOD had a fine time in Afghanistan, and isn't gutted in the least, in fact it's bloated.

Real defense spending was slashed under Clinton after already being cut by Bush Sr. Afghanistan wasn't a real chalenge.

Of course with the collapse of the Soviet Union it made a lot of sense to cur defense spending. But it had gotten to the point that if some of the cuts had not been reversed we would have seen a serious decline in US military readiness. This decline was not a big deal during the Clinton administration because the money it takes years for reductions or increases to have a real effect on military capabilities but if the trend had continued it would have reduced our readiness and probably increased the number of casualtees the US took in the next serious war the US got involved in.
