He must figure that, since it goes back to the UN for "Discussion," this gives him another chance to get off the hook. He is so used to "Playing" us and the UN that he must think he can keep it going. and negotiate some more. I agree that he is trying to do that, but notice that he has chosen a disavowable messenger to send the message. So we'll see what his game is when this stunt doesn't fly.
