bankruptcy in the USA cancels all debts except those owed to the IRS.

Not quite, doesn't forgive student loans or child support.

I believe that the IRS considers extinguishment of debt to be income EXCEPT when the debt is extinguished as a result of a bankruptcy. Anything else would be uncivilized. <g>
