Damned if you do, damned if you don't. Personally, I'd rather have them continue to rely on C4 than let them build up enough resources to go nuclear.

I agree. We really can't win if we pussy foot around.
If we pretend to nation build we will just throwing money down the drain. Either don't bother or take 'em out and prepare for the long haul. You clearly side with the "don't bother".
