Al Qaeda is said to have a weakened leadership, an inability to overcome the local agendas of affiliated groups and a loss of its capacity to carry out major operations.

These conclusions may be more hopeful than accurate

I know Bush wants to push through "homeland security" while at the same time pushing for war against Iraq. I think they are mutually exclusive in that he needs to concentrate on blowing out the fuse of terrorism not only in this country but around the world. We can't be isolationist in preventing terror. It's a global problem and Americans are more global than ever, thereby stretching the homeland net everywhere. We need to deal effectively with al Qaeda, and apparently throwing billions at the CIA NSA and FBI hasn't helped.
