The statement re divs is more subtle than that. Qcom may have guaranteed itself testimony before House and Senate Committees. Qcom's signal (and that of other companies) is a necessary signal to get Congress to enact a dividends exclusion or improve the tax treatment. The signal may actually propel Congress in that direction rather than some other tax reductions, because Congress is not going to do something about dividends unless it is assured that dividends will be forthcoming. Better tax treatment for dividends is a big middle class thing.
