The CIA was at the time, and probably still is, a very white bread outfit and couldn't do a whole lot of on the ground intelligence work in Afghanistan If you read the accounts of our Green Berets who went into the Northern Alliance area, you will see that they were really misled by the CIA Intel as to the condition and personalities of the people they were going to be involved with. Prior to 911, our CIA people had been coming in by Chopper from Pakistan and doing fast, one day, "In and Out." intel recons. Tenet misled the Prez as to what the CIA was doing. Really overestimated our knowledge of the people and the area. Fortunately, our "A Teams" pulled it out beautifully.
