But balanced budget rules DON'T work. Congress has shown that time and again.

There is no rational basis for thinking, IMO, that Congress wil ever adopt meaningful, enforceable borrowing rules. Why should they, when the way to get elected is through ever increasing servings of pork to every conceivable special interest?

No matter how noble and honest and idealistic the beliefs a candidate has when first elected to Congress, and there are some people who went there with very great and honest principles, it isn't very long before they adopt one and only one first and primary principle: get reelected. Everything -- and I mean everything -- else succumbs to that.
