Legalization would probably accomplish the same things, with regard to overdoses, crime and health care. An added benefit is that we wouldn't have to support all those unproductive prisoners, who are even more unproductive when they get out.

If you want to go after productivity loss, beef up the assistance for alcoholics (imo). Alcohol is also responsible for far more car related deaths and injuries than other drugs. If you want to improve society, decriminalize or legalize drugs. Spend the money saved on the silly "war" on drugs on clinics and health care, and on incarcerating violent offenders. What we are doing now is not working, unless you like your country having one of the highest incarceration rates in the world. Then, I guess, it is totally peachy.
