Bush will go back and ask, that doesn't mean and has never meant we/he won't go it alone. Bush has so far lobbied very hard for what he wants and has successfully convinced the UN 15-0 that he has the correct plan of "attack" as it were.

As a "successful" negotiator he has made his best offer first, give up the weapons or we'll take them by force. The UN themselves has crafted the terms under which force will be deemed the only alternative.
