Actually, index just went positive (La Nina). vision.net.au Winter may be a average in an average kind of way. If memory serves me correctly, North American atmospheric conditions lag by a few months, so indeed you may get a colder winter in the East and warmer and wetter on the West Coast. (Edit) I just checked the NOAA ocean temperature data and a full fledged El Nino appears underway (A slow progression of warm water, West to East across the equator). CD
