incredible. this country is just as bad of course... the authorities are just more inept I'll give you an example. About 20 yrts ago I knew a guy who went for his third driving licence (new identity) after being convicted of drunken driving twice. He got it too. Eventualy he got his original one back after being "banned from driving" As a student in London during the 70's, I wall papered my room with parking tickets. Only paid one of them. Computers are slowly changing things though.
