I think that all of these functions can be handled by the free market including investigating air crashes. It would be a function of the insurance companies to make sure that airplanes are safe as they would be liable.

I agree that there are certain areas that need to be federalized that weren't specifically listed in the Constitution because they didn't exist. You're right that air traffic is one of them -- clearly a national issue. (Though building airports isn't and shouldn't be. You have no idea how much trouble we have here in our little local airport with about ten commercial landings a day of planes carrying no more than 10 passengers each. But the FAA wants to control everything about it, so we can't even sneeze without getting their approval on the brand of tissue used to blow our noses on.).

But lots of the other departments, as you point out, should be gone, gone, gone.
