Oracle licenses do not cover upgrades, but Oracle's support agreements do. Of course, none of the trade press managed to get this right. The desuppport of Oracle Applications 10.7 will move customers who upgrade to 11i from a client-server platform to a web deployed platform. While this will almost certainly "force" some customers to purchase O9iAS, I bet the increased hardware sales (and OS licenses) to support the move to an Application Server based deployment will be more than Oracle's license sales related to the upgrade.
