I refer to interference with middleman pricing, which effectively discouraged many suppliers from remaining in Calif
this created a perfect vacuum for the gamers

supply & demand dictate price
the demand is clear, from businesses, homes, public places
you cite gaming which involves schemes by participant suppliers
I cite rule making which provided incentive for participant suppliers to leave the system and state

ever see "Road Warrior" with Mel Gibson?
Calif in 1999-2001 saw its energy sector turned into a bare wasteland dictated by road warriors, as a result of reduced participation by legitimate businesses
they saw price ceilings, and departed
all blame to the insane Calif Legislature has been deflected
Enron et al were safely blamed
a political gaffe was averted
