Without seeing the unedited memo, I have no reason to believe Chomsky's characterizations of it. You just told me that a citation said something it did not, how easy would it be to mischaracterize the memo? My guess is that Lodge was not saying he wished they were more brutal, but that he was saying that they were brutal enough to increase opposition to the government, without being so brutally efficient as to keep it underground. Thus, the overall situation was deteriorating......
