I heard that the push-back was only till Jan - Feb 03. Has to do with falling effectiveness of gas and germs in the (somewhat )cooler temperatures in the Mid-east at that time. BWDIK?

Yes, and what I posted was simply Byron Wien's throwaway paragraph in an MS thoughtpiece. It's keenly cynical of me, but a successful military campaign in the fall of 03, winter of 04 makes for much better politics than the same thing in February 03 and then the inevitable Focus on the Economy for the remaining 18 months of GB's office (which would be a single term if things turned out crappy). I don't think the lessons of George I will be lost on the scion.
