Why, I consider the text very sober in the circumstance. My feeling is they have used the common place language we read all around the world (except in USA) on that subject since the U.N resolution start to take form few month ago.

I'm surprise they did not complain hard about the vicious "zero tolerance" implied. How is it possible and why such a requirement? If the inspector can strike any-where, anytime, how do you prepare a 24 millions population to act accordingly. Do they have to speak English? What you do if a gang knock at you door and you have to let them tern everything upside down? Have you the time to call your lawyer or the police or do something... without put at peril the millions peoples that US+UK are geared to kill?
