There can always be a commission with some recommendations, and Bush will use it as a reason for not proceeding (waiting for recommendation), and will use the endorsement of the commission to strengthen his case. Just a guess.

That would be adequate; however, it would be a tremendous disappointment to me if Bush doesn't make some attempt at dealing with SS, as I view it as the biggest crisis we face, long term. Actually, I guess I mean that "our kids face"...
