Are we talking Bush pre 9/11?

His numbers were hovering around 50% (Zogby had him at 49%) just before 9/11, the economy was faltering and it was becoming clear that they were going to have to dip into the SS money which he had promised not to touch.

He had also just lost the Senate on the Jeffords switch. Things were not going particularly well for Bush before 9/11.

As for his tax rebate it was neither his idea (infact he came out against a rebate when the Democrats in the Senate first proposed one) nor was it a rebate. It was a disingenuously misnamed advance on the following years tax cut.

But 9/11 really did change everything.
