An analogy only need work to the extent of the similarity being underlined. Citizens have a stake in government, and can review the performance of certain officers, and vote them down, if need be, but they do not have direct supervisory responsibility.

No one with an ounce of self- respect would find it tolerable to be under constant scrutiny, even about his job. There is a reasonable level of interest, yes, but it is very easy for interest to become oppressive. To have one's reputation bandied about because of an unguarded remark taken out of context would poison most reasonable people from having anything further to do with government. If you want to drive people of quality out of public service, encourage indiscriminate transparency......
