Your metaphor seems very appropriate. I would like to point out one thing. Bullies are experts at rules, laws, and deals.

To illustrate, using your school yard example, the bully would use every medium possible to publisize how much of a violation it is to "rat, narc, fink, sing, tattle, cry baby, etc." The school yard bully makes certain that everyone knows this type of behavior is intolerable and a weight above all others. He usually has henchmen policing the behaviors as well. He makes the conditions so controlled that the henchmen would not have a social role at all if not for the conditions created by the bully. The henchmen soon find themselves outside the ring of societal norms and subsequently entirely loyal to any thing the bully may perpetrate...making up rule based justifications as they go.
