What Qualcomm's management did was make the case for CDMA 2000 as easier to do, cheaper and quicker to put in place.

This was in the backdrop of the folk lore that the "natural" upgrade for GSM was to WCDMA (laughingly called UMTS - a misnomer worth remembering for its absurdity) -- an assumption made by the Europeans which does not stand up to rigorous analysis.
