Actually in most cases the heinous criminal is also a victim of some circumstance. It helps to know that as we can potentially gaurd against such circumstances in the future. It doesn't, however, seem to be fruitful after the fact in helping us deal with the heinous criminal or in providing a place for them in society.

I think of them in a way like the Nazi youth who were seduced into believing the most absurd things and acting in utterly horrible ways, yet were able to recover in the end and become model citizens.

How many of the wunderkind Nazi youth do you know?

How can we really punish children for being the victims of a scheming and remorseless man?

We can't but we can send them to God and let him sort it out. Once a dog tastes blood it can't be trusted.
