The most forceful speech is in how ones lives ones life. Mouthing words is 1/1000 as important. If you do not go and speak forcefully to Muslims then how will they know if any of them can trust you. In the Catholic Church policing the ranks has been in place forever. However recent events showed that for stupid, bad or flat wrong reasons a serious problem was in effect left unchecked or corrected. Having recognized the failure of the process in the past, the Church looks to put in place guidelines to prevent stupid, bad or flat wrong reasons allowing a serious problem to continue unchecked.
