They have been hiding them for years and it hasn't worked very well. Now that they are part of the Axis of evil, but Iraq is getting all the air time, proclaiming they have WMD they get elevated to the front page again. The strategy seems to be working - you have noticed we haven't said anything about attacking North Korea but we are interested in negotiating. North Korea is extremely good at negotiating especially with a gun to South Koreas head.

North Korea and it's leadership understands they would lose a war in a couple of weeks, but their threats are always taken seriously.
