Iowa uses a non-partisan commission to draw up it's electoral districts... with the only goals to keep the districts compact, equal population, and not sub-divide MSAs (population clusters).

Any other consideration (politics, race, economics, incumbency) is excluded by law.

...You are right, the Supreme Court is gutless for avoiding this issue.

The real answer is term limits. The campaign finance "reform" nuts have missed this target, and sailed off into darkest space as a result...
