Iowa uses a non-partisan commission to draw up it's electoral districts... with the only goals to keep the districts compact, equal population, and not sub-divide MSAs (population clusters).

Any other consideration (politics, race, economics, incumbency) is excluded by law.

...You are right, the Supreme Court is gutless for avoiding this issue.
