sandintoes, the figures I've seen would indicate that Norway does give more in foreign aid per capita than the US does -- but it's more like 10 times, not 17 times. Even so, it seems to me that the issue is largely irrelevant. Carter's still a schmuck when it comes to national defense issues, and the US gives more in total foreign-aid dollars than almost any other country (we're behind France and Japan).
