I don't know for sure but I have an inkling it is because QQQ is a trust, not a stock, and the uptick rule applies to stocks. I will check this out for the sake of curiosity and let you know by PM if I find anything.

Edit, only place I could find mention of uptick exemption for QQQ is at link below. But it doesn't explain why it is exempt.
