... and then again, if there is no income to tax, a "tax cut" doesn't provide much benefit. States might be in for a shock when they tabulate tax receipts the next few quarters.

Actually it is not that simple if you aren't able to create an income all the tax cuts in the world aren't going to help if labor costs are greater than profits.
