Perhaps an oxymoron: Of course, we would need to the UN to be effective to make this work.

If wishes were fishes, the UN would already have tackled this problem, with both oil producing states, as well as states receiving the oil. If all countries in the world refused ANY oil that had EVER been shipped in a single hull tanker, that would have solved the problem.
