Fro the Schrock presentation, I think they are developing a one-chip-fits-all systems chip. However, I would assume cost is a factor. In India (and much of LA), they don't need a "world-chip;" they need simple voice 1X at a low cost to sell inside their markets.

Schrock in his presentation emphasized the amount of segmentation QCOM was able to do and was doing to meet the needs of the varied markets they serve (or want to serve).

If you think about this strategy, it creates its own barrier to entry. No other company will be able to field the array of product that QCOM can and will.
