The Washington Post reported last week that "two teams of eight CIA agents each, with interpreters, were recently inserted secretly" into KDP and PUK territory. It said that Vice President Dick Cheney "reportedly exploded" when he found that State and the CIA had blocked funding for a $4 million intelligence gathering operation inside Iraq by dissidents.

There's more to this than meets the eye. The State Department has had a presence in Northern Iraq for at least a year and I'm sure - can't prove it - that the CIA has been there for a good while as well.

The State Department obviously thinks it's a better idea to deal with folk inside Iraq. Reasons for that are obvious but as some guy quoted in the article says, the opposition outside the country are possibly useful as well.

It's pretty clear there are US turf wars going on here. I can't be sure of this, but I think the State Department had a presence in Northern Iraq for a while when the CIA did not. I suspect that Hussein's continual purges and rearrangements probably kept pulling CIA's possible Iraq assets out of the picture - They were killed or moved or fled the country.

US army is going to need lots of translators if it's going to occupy Iraq for a while.

Sounds as if they need to do some quality control in their recruiting when even the recruiter says some candidates aren't very suitable. Some of them probably are ringers.
