Not so "dumb", the Irakis! They want to be bombed now, the war to start now, before the US ground troops are ready, so that the war lasts, becomes a Vietnam II. As they do know that the war will come no matter what, they need it before the UN inspectors start their job. In this way, everyone that is not pro Bush could claim that the UN does not consider shooting Americans out of the skies (just like Kofi did) a cassus belli. Not that it will work. They have tried before to engage US during Gulf I on their time and location.
