Is it possible to put everything on one chip, and with Qualcomm controlled software disable certain of the bells and whistles for certain markets so that the chip could be priced according to which specific functions are enabled?

Was that rhetorical? If not, yes that is or will be possible. A simple example: Microsoft's television tuners using Gemstar technology inure to Gemstar's benefit only when the tuner is enabled. (Sheesh! Did I have to bring up Gemstar?!)
