It's cities, I think. NYC is pretty liberal too. About 2/3 of the population of CA lives in two megalopolises- -LA and San Fran/Silicon Valley. Great cities have great wealth and great poverty. And lots of jealousy. Liberal politicians live on that jealousy.

It ain't gonna change. Not very soon, anyway.

Oh, yes, must not forget universities. Lots of them in CA. Professors live off the public trough, so they have a vested interest in gov't. And they, not being fireable and not being dependent on the economy for their bread, don't have to suffer the consequences of their "solutions".
