JOSEPH, Investor Intelligence numbers are not the ultimate indicator as there isn't one. In a secular bull market (1982-2000), low Percent Bearish indicates imminent bull market fall just like in a secular bear market (2000-??), high Percent Bearish indicates imminent bear market rally.

The reasons for this are explained below this chart:

and have to do with the current investor posture (long, short, cash) which indicates basically whether most people are fully in the market already (top) or to a large extent in cash or short (bottom). The data are sufficient to draw conclusions as they are provided for 1987-2002.
