Nadine, one point I didn't make very well is that if the UN isn't capable of, or won't deal with genocide, ethnic cleansing, totaltarianism inside national borders, then it hasn't got much standing for criticising countries or organizations that do. And, for the same reasons, it doesn't have much justification in interferring with those who do act against these crimes.

It's amazing to me the US for ten years has twisted itself inside out, diplomatically speaking, trying to frame the Iraq matter in terms that can fit the UN's Charter and pragmatic limitations. The UN as it is right now with its internal legal limitations and Cold War rigidities still remaining, is stagnant with respect to present or incubating breaches of the peace.

I don't belive that institutions like national governments or the UN should be very quick to react or (especially) initiate in response to everything but ten years with respect to a situation like Iraq is too long. But hitlerian and stalinist scenarios are pretty clear, easy to describe, not necessarily difficult to derail. And, on the other hand, their aftermaths are awfully messy and take years to heal - the whole time providing employment to a corps of international workers, (many of whom are admirable, brilliant folk who definitely coulld be usefully, happily employed in other things).
